Straw hats before 2 years time-skip Luffy committed a serious crime. He punched one of the most powerfull beings, CELESTIAL DRAGON in One piece verse. Due to his action an admiral and warships were alarmed to punish and capture him. Luffy and his crew was defeated by the admiral Kizaru and the Marines in the Sabaody park. Strawhat crew was all sent to different part of the world by the paw paw devil fruit user Bartholomew Kuma , one of the SICHIBUKAI ( 7 warlords of the sea). It wasn't the order of Marines to depart all the members of straw hat to different places but it was Kuma who did this all by himself to save straw hats from Marines.
